Democrat Controlled States Raising Gasoline Tax

Governors in cash-strapped states are revving the motor on efforts to hike the gasoline tax to cover shortfalls or pay for transportation projects — frustrating drivers, Republican lawmakers and others in a delicate economy. 

The tax hikes mean that drivers could soon be paying more at the pump, even if the price of fuel goes down. 

Wyoming and California have already approved increases. Wyoming’s state gas tax goes from 14 cents to 24 cents a gallon in July and is projected to bring in roughly $70 million in fiscal 2014 for transportation projects. And California regulators last month approved a 3.5-cent hike on its state excise tax that will take effect in July and increase the cost of an average fill-up by roughly 52 cents. 

At least 14 other states — including Maryland, Massachusetts and Minnesota — have either passed similar increases or are considering them, according to the National Conference of State Legislatures

Lawmakers have until now been largely unwilling to raise the state gas tax to fund transportation projects — not only is doing so politically unpopular, but the scheme continues to yield less revenue as a result of more fuel-efficient vehicles and cost-conscious Americans consuming less gas. 

Still, Ben Husch, a National Conference of State Legislatures director, said “numerous states” are now moving to beef up their transportation funding stream, and “these states’ bold actions may serve as a model for other states grappling with the same issues.” 

But these “bold actions” come at a cost to motorists. 

Maryland Gov. Martin O’Malley is proposing an increase that would vault the state to No. 5 in the country for the amount motorists pay in federal and state gasoline excise taxes. 

O’Malley wants to increase the tax by 2 percent starting in July, then by 4 percent in July 2014, as part of a larger plan to pay for a backlog of transit and transportation projects. 

The increase, which would raise an estimated $800 million by 2018 to replenish the dwindling transportation fund, faces widespread opposition from state Republicans, consumer advocacy groups and businesses. But at least some form of the bill is expected to pass in the Democrat-controlled legislature. 

Based on a Maryland government report, AAA Mid-Atlantic estimates the governor’s proposal will increase the state gas tax to 43.7 cents over the next five years — nearly doubling the current rate. 

“The legislation does not hit motorists up for (just) a nickel or dime more per gallon,” said Ragina C. Averella, the group’s government affairs manager. “The proposal would nearly double Maryland’s gas tax by 2018.” 

Republican state Delegate Susan Krebs agrees that crumbling roads and bridges need repair but doesn’t back O’Malley’s plan. Among her biggest concerns is that motorists are shouldering the costs and that the fund will continue to be raided for other government needs. 

“We’re just going back to the same well of motorists,” she said. “This is going to hurt Marylanders.” 

Republican lawmakers appear to be supportive of increases in at least two states. 

Michigan Republican Gov. Rick Snyder has proposed changing the gas tax to raise $1.4 billion for transportation projects. 

In addition, a commission appointed by Iowa Republican Gov. Terry Branstad last year recommended an increase to the state fuel tax. Branstad has suggested he’d support such an increase in exchange for other tax cuts. But the proposal appears to be losing momentum amid his tepid support. 

Virginia’s Republican-controlled legislature recently took an alternative approach — replacing the state gas tax with a series of sales taxes. However, Republican Gov. Bob McDonnell‘s support of the plan, which now sits on his desk, has made him unpopular with fiscal conservatives.

House Ethics Committee Resumes Case Against Maxine Waters

California Representative Maxine Waters has technically been under investigation for numerous ethical problems for the past three years. However, because Waters has done her damnedest during those three years to exploit as many legal technicalities as possible to try to get the investigation halted, it has dragged on endlessly. Today, yet another of her excuses ran out of mileage.

The Los Angeles Times reports:

The House Ethics Committee put its case against California Congresswoman Maxine Waters back on track Wednesday after finding that her due process rights had not been violated.

In the latest twist in an investigation that has gone on for three years, the committee acknowledged that its staff’s communications with only the Republican committee members during its investigation of Waters, a Democrat from Los Angeles, had “raised concerns about the appearance of staff partisanship.“ It also found that a committee staff member made ”inappropriate” remarks during the investigation.

But a review by an outside counsel concluded that none of the actions violated Waters’ due process rights.

With the due-process concern decided, committee members will now await a recommendation from their outside counsel, Washington lawyer Billy Martin, on whether to pursue the case on its merits. Waters, a South Los Angeles political fixture who won election to the state Assembly in 1976 and to Congress in 1990, was to face a rare trial before an ethics panel in 2010, but the hearing was put off to allow for further investigation.

Waters has been accused of intervening improperly on behalf of a bank on whose board her husband served and in which he owned stock.

These results are refreshing, but to those who have followed the case, thoroughly unsurprising. Discomfort with Waters’ ethical problems transcends partisanship – indeed, even the liberal organization Citizens for Responsibility and Ethics and Washington (CREW) added Waters to their list of “Most Corrupt Members of Congress” after this particular conflict of interest was disclosed. From their profile on Waters:

In the midst of a national financial catastrophe, Rep. Maxine Waters used her position as a senior member of Congress and member of the House Financial Services Committee to prevail upon Treasury officials to meet with OneUnited Bank.  She never disclosed that her husband held stock in the bank.

Rep. Waters is an eleven-term member of Congress, representing California’s 35th congressional district.   She is a senior member of the House Financial Services Committee.

Rep. Waters was included in CREW’s 2005 and2006 Most Corrupt Report for unrelated matters, as well as in the 2009 report for her actions regarding OneUnited.

What‘s Waters’ excuse? “The only reason my husband still owns those shares is that no one wants to buy them!” Listen below:

Now, who actually believes this? Waters claims she was “looking out for the interests of small and minority-owned banks” and questions why those same banks couldn’t get a meeting with then-Treasury Secretary Hank Paulson. In other words, she was just trying to level the playing field for all the poor victimized minorities whose banks were closing. We‘ll see how much pull that explanation has with the House Ethics Committee now that Waters’ final red herring – that she was victimized by the evil partisan Republicans – has been suitably gutted.

Solyndra Not Sole Firm to Hit Rock Bottom Despite Stimulus Funding

Solyndra, the solar panel company whose highly publicized failure and consequent investigation by federal authorities has flashed across headlines recently, isn’t the only business to go belly up after benefiting from a piece of the $800 billion economic stimulus package passed in 2009. 

At least four other companies have received stimulus funding only to later file for bankruptcy, and two of those were working on alternative energy.

Evergreen Solar Inc., indirectly received $5.3 million through a state grant to open a $450 million facility in 2007 that employed roughly 800 people. The company, once a rock star in the solar industry, filed for bankruptcy protection last month, saying it couldn’t compete with Chinese rivals without reorganizing. The company intends to focus on building up its manufacturing facility in China.

 SpectraWatt, based in Hopewell Junction, N.Y., is also a solar cell company that was spun out of Intel in 2008. In June 2009, SpectraWatt received a $500,000 grant from the National Renewable Energy Laboratory as part of the stimulus package. SpectraWatt was one of 13 companies to receive the money to help develop ways to improve solar cells without changing current manufacturing processes.

‘Get the Hell Out of the United States of America

Rep. Allen West (R-Fla.) had a strong message Saturday for President Barack Obama, Senate Majority Leader Harry Reid, House Minority Leader Nancy Pelosi and Democratic National Committee Chairwoman Debbie Wasserman Schultz: “Get the hell out.”

West made the comments during a speech at a Palm Beach County GOP event in West Palm Beach.

“This is a battlefield that we must stand upon. And we need to let President Obama, Harry Reid, Nancy Pelosi and my dear friend, chairman of the Democrat National Committee, we need to let them know that Florida ain’t on the table,” West said.

The audience was booing by the time West got to Pelosi’s name.

“Take your message of equality of achievement, take your message of economic dependency, take your message of enslaving the entrepreneurial will and spirit of the American people somewhere else,” he continued. “You can take it to Europe, you can take it to the bottom of the sea, you can take it to the North Pole, but get the hell out of the United States of America.”

As the audience cheered and many rose to their feet, West added, “Yeah I said ‘hell.’”

“This is not about 1 percent or 99 percent. This is about 100 percent. It’s about 100 percent America. And I will not stand back and watch anyone defame, degrade or destroy that which my father fought for, my older brother, my father-in-law, myself, my nephew and all my friend still in uniform,” he said.

“I will not allow President Obama to take the United States of America and destroy it. If that means I’m the No. 1 target for the Democrat Party, all I got to say is one thing:

Bring it on, baby.”
